You said that the people do not like each other. Perhaps they do not know each other, so the following ice breaker may help (if it is a small group). Everyone gets a flip chart or large piece of paper, and is given a few minutes to draw a "Me-Map" which is a pictorial representation about their life. It can be a chain of events, important things in their life, etc. Then each person gets a few minutes to describe their Me-Map. That can help others to see them as an individual and to assist in improved relations.
Seven minutes in heaven, spin the botice breaker group gamestle, who smacked grandma?, Is this your toe?, How many cats can you shove into a tree before the neighbors see, Limbo, Light as a feather, If I was a bush what kind of fruit would I grow?
Icebreakers SUCK! Just get on with the meeting and get it over with. They're adults for god's sake.
if you do a google search for ice breakers you will find a lot of cool ideas
